Job Description
- *Role:** Functional Domain Expert
- *Experience:** 5\+ Yrs
- *Domain:** Power / Electricity Utilities
- *Location:** Visakhapatnam/Vijayawada
- *Employment Type:** Full\-time
#### **Role Overview**
The Functional Domain Expert will provide end\-to\-end functional and domain expertise for electricity distribution utility processes, working closely with the utility/client, business stakeholders, business analysts, solution architects, technical teams, and implementation teams.
The role is responsible for understanding existing utility business processes, translating business requirements into functional solutions, validating proposed system processes, identifying gaps, defining improvements, and ensuring that the implemented solution aligns with utility regulations, business practices, operational requirements, and industry best practices. The expert should have strong knowledge of Customer Information System (CIS), Revenue Management System (RMS), Billing, Metering, New Service Connection, Customer Service, Collections, Payments, Prepaid/Postpaid, Field Operations and related utility integrations.
#### **Key Responsibilities**
Domain definition and functional design
- **Own the functional definition** across the revenue management estate — new service connections, metering and meter data, billing (cycle, spot, provisional, final and proportionate), collections, disconnection and reconnection, energy audit, prepaid and consumer services.
- **Write functional requirement specifications** to a level a developer can build from without further interpretation: process flows, business rules, validations, state transitions, exception handling, interface behaviour and reporting.
- **Conduct gap analysis** between the product baseline and a utility’s stated requirement, classify each gap as configuration, extension or development, and quantify the effort implication.
- **Maintain the configuration and feature model,** distinguishing correctly between feature flags, configuration, master data and business rules, and holding that discipline when project pressure pushes towards over\-flagging.
#### **Regulatory and tariff stewardship**
- **Interpret tariff orders, supply codes and SERC regulations** and translate their commercial impact into product behaviour, slab structures, demand and fixed charges, time\-of\-day, duty and cess, subsidy, minimum charges, surcharges, late payment and reconnection charges.
- **Lock and document interpretation assumptions** for any tariff or billing interpretation, so that a billing reckoner or configuration baseline can be signed off by the utility rather than debated after go\-live.
- **Track the regulatory frame** RDSS, Standards of Performance, CEA cyber security requirements, BEE, and the DPDP Act as it applies to consumer data and ensure the product position on each is current and defensible.
- **Protect auditability:** and ensure that any figure that is billed, assessed or penal remains reproducible by a deterministic, auditable rule, including where analytics or AI is involved in the workflow.
#### **Technical \& Analytical Skills**
Although this is primarily a functional role, the expert should be comfortable with:
- SQL for data analysis and validation
- Understanding of REST/SOAP APIs
- JSON/XML
- Interface and integration concepts
- Database concepts
- Data mapping
- Data reconciliation
- Reporting and MIS
- Workflow systems
- Enterprise application architecture
- API/integration architecture at a functional level
Knowledge of Oracle/PostgreSQL/SQL Server is desirable.
#### **Qualifications and Experience**
- Bachelor’s degree in Electrical or Electronics Engineering, or a related discipline. A postgraduate qualification in management, power systems or energy is an advantage
- 5\+ years of total experience in the commercial or revenue functions of an electricity distribution utility, or in delivering revenue management software to such utilities
- Demonstrable depth in at least four of: new service connections, metering and meter data management, billing, collections, disconnection and reconnection, energy audit and AT\&C loss, prepaid metering, consumer service
- Working knowledge of tariff structures and of how a tariff order translates into a rating configuration
- Proven ability to write functional specifications that development teams have actually built from, and to produce gap analyses that have survived client review
- Experience of at least two full implementation lifecycles at a utility, from requirement study through go\-live
- SQL literacy sufficient to interrogate data independently, validate a hypothesis and check a migration or a billing outcome without waiting for a developer
- Fluent written English of a standard suitable for direct submission to a utility or a regulator
