Job Description (JD) – Head Human Resources (HR)

Position Summary
The Head HR will lead the Human Resources function for a civil infrastructure organization, ensuring the development and implementation of HR strategies aligned with business objectives. The role will oversee talent acquisition, employee relations, performance management, compensation and benefits, learning and development, statutory compliance, industrial relations, workforce planning, and organizational development across corporate offices and project sites.
Key Responsibilities1\. HR Strategy \& Leadership
- Develop and execute HR strategies that support business growth and operational objectives.
- Partner with senior leadership on organizational design, workforce planning, and succession planning.
- Build a high\-performance culture across corporate and project teams.
- Establish HR policies, procedures, and governance frameworks.
2\. Talent Acquisition \& Workforce Planning
- Lead recruitment efforts for engineering, project management, commercial, procurement, finance, and support functions.
- Develop manpower plans for ongoing and upcoming infrastructure projects.
- Build talent pipelines for critical positions and leadership roles.
- Strengthen employer branding and recruitment partnerships.
3\. Performance Management
- Design and manage performance appraisal systems and KPIs.
- Drive goal setting, performance reviews, and development planning.
- Support managers in performance improvement initiatives.
4\. Learning \& Development
- Identify training needs and implement capability\-building programs.
- Develop leadership development and succession planning initiatives.
- Promote technical, behavioral, and safety training programs.
5\. Compensation \& Benefits
- Develop competitive compensation structures and incentive programs.
- Conduct salary benchmarking and compensation reviews.
- Manage employee benefits, rewards, and recognition programs.
6\. Employee Relations \& Engagement
- Foster positive employee relations across office and project locations.
- Address grievances, disciplinary matters, and employee concerns.
- Drive employee engagement, retention, and organizational culture initiatives.
7\. Industrial Relations (IR)
- Manage union interactions and collective bargaining where applicable.
- Handle labor disputes and maintain harmonious industrial relations.
- Ensure compliance with labor laws and employment regulations.
8\. HR Operations \& Compliance
- Oversee payroll, attendance, leave management, and HR administration.
- Ensure compliance with labor laws, contract labor regulations, social security requirements, and statutory obligations.
- Maintain HR records, audits, and reporting systems.
9\. Site HR Management
- Establish HR systems and processes across project sites.
- Monitor workforce productivity and labor deployment.
- Support mobilization and demobilization of project personnel.
- Coordinate with project heads to address manpower and workforce issues.
10\. HR Analytics \& Reporting
- Develop HR dashboards and management reports.
- Monitor key metrics such as attrition, hiring, productivity, absenteeism, and employee engagement.
- Use data\-driven insights to support decision\-making.
Qualification \& ExperienceEducation
- MBA / PGDM in Human Resources, Personnel Management, or equivalent.
- Additional certifications in Labor Laws, Industrial Relations, or HR Analytics are preferred.
Experience
- 15–20\+ years of progressive HR experience.
- Minimum 5 years in a senior HR leadership role.
- Prior experience in civil infrastructure, construction, EPC, engineering, or project\-based organizations is essential.
- Experience managing large, geographically dispersed workforces and project\-site employees.
