The Manager – Cross Border Operations is the primary operational leader responsible for governing Blue Dart's Cross Border Gateway operations at the Delhi Gateway (Bijwasan Hub). Reporting to the Regional Operations Head (North) this role serves as the single point of accountability for operational performance, customs compliance, service quality, gateway readiness, stakeholder management and scalability of the Cross Border product at the Delhi Gateway.
The role is responsible for end\-to\-end management of all cross\-border shipment processing activities including shipment arrival, X\-ray screening, reweighing, relabelling, bagging, manifesting, customs documentation, gateway connectivity and onward dispatch. The incumbent will lead the Delhi Gateway operations team, ensure adherence to DHL eCommerce and Blue Dart operating standards and support the successful scale\-up of the Cross Border business from launch volumes to future growth requirements.
To establish and operate a high\-performance Cross Border Gateway that delivers industry\-leading service reliability, customs compliance, shipment visibility and operational excellence while ensuring scalable growth, stakeholder satisfaction and disciplined operational governance.
- *Key Roles \& Responsibilities:**
- *Gateway Leadership \& Operational Governance**
- Lead and manage the Delhi Gateway Cross Border operations across all shifts.
- Serve as the single operational owner for the Cross Border Gateway and its performance.
- Drive structured daily, weekly and monthly operational reviews.
- Establish operational controls, governance mechanisms and performance accountability.
- Translate regional and national Cross Border objectives into measurable operational plans.
- Drive operational readiness to support future volume growth and scalability requirements.
- Represent Delhi Gateway operations in regional reviews, governance forums and business discussions.
- *Operations Management \& Process Excellence**
- Oversee end\-to\-end Cross Border operations including shipment arrival, X\-ray screening, WDL processing, reweighing, relabelling, segregation, bagging, manifesting, loading and onward dispatch.
- Ensure adherence to all operational SOPs and Cross Border process standards.
- Monitor shipment processing productivity and throughput performance.
- Drive operational efficiency and continuous improvement across all processing stages.
- Ensure timely handover to airport connectivity and network partners.
- Manage manpower planning and shift deployment to support uninterrupted 24x7 operations.
- Identify and implement process improvements to improve service quality and productivity.
- *Compliance, Customs \& Regulatory Oversight**
- Ensure full compliance with customs regulations applicable to Cross Border shipment processing.
- Oversee preparation, review and validation of Courier Shipping Bills, Bills of Entry, commercial invoices and statutory documentation.
- Coordinate with customs authorities, customs brokers, freight partners and regulatory agencies.
- Ensure compliance with KYC validation and Denied Party Screening System (DPSS) requirements.
- Maintain document retention and audit readiness standards.
- Monitor regulatory developments and implement operational controls as required.
- Support internal and external audits and ensure timely closure of audit observations.
- *People Leadership \& Team Development**
- Lead, coach and develop the Gateway operations team.
- Drive implementation of GSOP processes, operational training and compliance programs.
- Establish performance expectations and accountability standards.
- Conduct performance reviews and development discussions.
- Ensure workforce readiness and succession planning for critical operational roles.
- Promote a culture of service excellence, compliance and continuous improvement.
- *Service Quality \& Performance Management**
- Deliver defined service quality, transit time and gateway processing commitments.
- Monitor operational exceptions, delays and shipment holds.
- Drive corrective and preventive actions to improve service performance.
- Ensure timely resolution of customer and operational escalations.
- Partner with Commercial and Customer Service teams to support customer commitments.
- Improve visibility, shipment tracking integrity and operational reliability.
- *Shipment Monitoring \& Exception Management**
- Oversee shipment movement from pickup through gateway processing and onward dispatch.
- Proactively identify and resolve shipment delays, holds and operational bottlenecks.
- Manage exception categories including missed pickups, no\-info cases, redirections, RTO and DPSS holds.
- Ensure timely closure of all operational exceptions within defined TATs.
- Conduct root cause analysis and implement corrective actions for recurring issues.
- Communicate operational updates and shipment status to stakeholders.
- *Billing, Finance \& Revenue Support**
- Oversee pre\-billing validation and shipment data accuracy.
- Coordinate with Finance and billing teams to support timely invoicing.
- Minimize billing disputes through process controls and shipment data validation.
- Support revenue realization through operational accuracy and process discipline.
- Review billing\-related exceptions and drive resolution.
- *IT, Systems \& Integration Coordination**
- Act as the operational owner for system, process and integration requirements at the Gateway.
- Coordinate with IT and SYSDEV teams for issue resolution and process enhancements.
- Support testing and rollout of operational system enhancements.
- Ensure accuracy of operational data capture and scan visibility.
- Drive adoption of technology\-enabled process improvements and automation initiatives.
- *Infrastructure, Procurement \& Facility Management**
- Ensure operational readiness of gateway infrastructure and equipment.
- Oversee workspace utilization and facility management requirements.
- Coordinate procurement and availability of operational hardware, scanners, printers, labels and consumables.
- Support capacity expansion planning aligned with business growth requirements.
- Ensure uninterrupted availability of operational resources and supplies.
- *Stakeholder Management \& Communication**
- Act as the primary operational interface between Delhi Gateway and key stakeholders including DHL eCommerce, International Sales, Finance, IT, Customs Agents, Freight Partners and Network Teams.
- Provide regular operational updates and service performance reporting.
- Participate in governance reviews, operational audits and performance discussions.
- Support service recovery, escalation management and stakeholder communication.
- Ensure timely closure of actions arising from reviews, audits and governance forums.
- *Qualifications \& Experience:**
- Bachelor's degree in Logistics, Supply Chain, Operations, Engineering, Business Administration or related discipline.
- Postgraduate qualification in Logistics, Supply Chain or Management preferred.
- Certification in Customs, International Trade or Freight Forwarding preferred.
- 8–12 years of experience in logistics, express distribution, freight forwarding, international operations or cross\-border logistics.
- Minimum 3–5 years of experience managing gateway, hub or international operations teams.
- Demonstrated experience in customs processes, international shipment movement and regulatory compliance.
- Experience managing multi\-shift operations within a time\-critical logistics environment.
- Proven track record in operational governance, service quality and process improvement.
