• *Position: Project Manager \- Language PMU**

• *About:**

Aligned with NEP 2020, the Language Division PMU supports impact assessment and strategic directions for language institutions. The project maps the national language ecosystem, reviews institutional mandates and governance, strengthens outreach and digital visibility, and develops a performance\-linked funding framework. The Project Manager will hold direct ownership of the Ministry and institutional relationship, lead a multidisciplinary team, and be accountable for institutional review and overall PMU delivery, bringing experience of managing central Ministry of Education engagements on the transformation of national institutions, higher education policy and financing, and technical education and skilling systems.

• *Key Roles and Responsibilities:**

1\. Lead PMU planning, team coordination and timely delivery across concurrent workstreams, holding overall management responsibility at every level of the engagement; set quality standards and review mechanisms; track milestones, risks and dependencies, and conduct weekly progress reviews.

2\. Lead institutional diagnosis and mandate assessment across language institutions, reviewing functions, governance structures, overlaps, performance and NEP 2020 alignment, and recommend structural changes to improve institutional functioning and ranking.

3\. Coordinate merger, integration, specialization and role\-rationalization analysis with the restructuring specialist; develop future institutional roles and implementation roadmaps, and support institutions from diagnosis through execution.

4\. Oversee institution and scheme data collection, field visits, validation and analysis of courses, enrolment, faculty capacity and emerging demand to build the national language landscape, including which courses to add or retire, examination and quality gaps, and linkage of language programmes with job\-market demand.

5\. Guide the funding specialist in reviewing grants and expenditure, assessing alternate financing mechanisms at student, institutional and systemic levels, defining outcome KPIs and benchmarks, and developing institutional scorecards and a performance\-linked funding framework.

6\. Coordinate flagship initiative mapping, success stories, communications, digital visibility and outreach planning; lead the digital transformation workstream, including the introduction of AI and language technologies, and oversee minister\-facing and administrative dashboard requirements.

7\. Manage Ministry, State and institutional consultations with Secretaries, Joint Secretaries, Vice Chancellors, faculty, students and state education departments; synthesize specialist inputs into assessment reports, policy reports, concept notes, strategy documents, presentations and implementation plans.

8\. Identify integration of language institutions with national missions, skilling priorities and other Ministries' initiatives, and author strategy documents on integration opportunities under the guidance of senior Ministry officials.

9\. Support capacity building of institutional leadership and faculty, including training\-needs analysis, professional development plans and pedagogy training, to embed recommended reforms.

• *Skills Required**

• **Required: Postgraduate degree (MBA or equivalent) in Management, Public Policy, Education or a related field.**

• **Preferred: Ph.D. in Management or a relevant discipline; project management certification (e.g., Google Project Management Specialization, PMP or PRINCE2\); certification in AI ethics or responsible AI.**

• **Required: Project and stakeholder management, team leadership, research and data interpretation, policy writing, communications, presentations and MS Office Suite.**

• **Preferred: Institutional diagnostics and restructuring, higher education financing, multi\-stakeholder consultation facilitation, quality assurance, and AI and digital transformation in education.**

• *Experience:**

1\. Minimum 10 years of professional experience, including at least 7 years in management consulting, higher or technical education advisory, institutional transformation or public sector programme management with central and state governments.

2\. Experience as Project Manager or Lead on central Ministry of Education or higher education engagements involving transformation of national institutions, institutional restructuring for ranking and functioning, multi\-state higher education financing studies, or integration of skilling with higher education.

3\. Experience leading multidisciplinary teams across concurrent engagements and managing senior government and university stakeholders (Secretaries, Joint Secretaries, Vice Chancellors), including multi\-state consultations with 200\+ stakeholders.

4\. Experience with World Bank or ADB\-funded education and skilling programmes, course rationalization and quality reform in technical education, and authoring strategy documents on AI in higher education and integration with national missions.
