Planning & Billing Engineer

• *About Us**

Umang Infrastructure is a Purnea\-based government civil contracting firm. We execute water supply schemes under AMRUT 2\.0 and PHED, crematoriums under Saat Nischay\-2, MES works, and building and road projects for BUIDCo, PHED, Nagar Nigams and Military Engineer Services.

We are currently running projects in Danapur, Hajipur, Aurangabad, Darbhanga, Noorsarai, Sitamarhi, Banka and Purnea in Bihar, as well as in Durg (Chhattisgarh) and Jabalpur (Madhya Pradesh). We’re looking for a sharp Billing Engineer to make sure our bills are accurate, on time and paid in full.

• *Key Responsibilities**

• Running and Final Bills*

• Prepare RA bills and final bills in the formats used by BUIDCo, PHED and MES.
• Make measurement book (MB) entries and joint measurement records with department engineers.
• Prepare bar bending schedules (BBS) and quantity calculations from drawings.
• Submit each RA bill within the agreed time of measurement and follow it through to payment.

• Quantities and Rates*

• Work out BOQ quantities from drawings and verify executed quantities at site.
• Prepare rate analysis for extra and substituted items as per the Bihar SOR, BSR and MES SSR.
• Prepare deviation statements, extra item claims and price variation claims as per contract terms.

• Coordination and Records*

• Coordinate with site Project Managers, PMC and TPQA agencies, and department engineers on measurements and bill approval.
• Keep a bill status tracker for every project: submitted, under check, passed or paid.
• Reconcile material consumption (cement, steel, pipes) against theoretical quantities.
• Check and certify subcontractor and labour bills before payment.

• Tender Support*

• Help with quantity take\-off and rate analysis when preparing tenders.

• *Requirements**

• Diploma or B.Tech/BE in Civil Engineering.
• 2–5 years of billing experience in government works; experience with BUIDCo, PHED, MES or CPWD billing is strongly preferred.
• Good knowledge of measurement rules, the Bihar SOR, rate analysis and contract clauses.
• Strong MS Excel skills; basic AutoCAD for reading drawings and taking off quantities.
• Experience with water supply pipeline, OHSR or building works is an advantage.
• Willing to travel to project sites for joint measurements.
• Good communication in Hindi and English.
