Project Cost Controller (CIVIL)

Position Summary

We are looking for a detail\-oriented and highly responsible **Cost Controller / Bill Auditor** to manage the verification and control of all incoming vendor, supplier, labor, subcontractor, and expense bills for our construction contracting business in Ahmedabad. The incumbent will act as the primary checkpoint for bill scrutiny, ensuring that all payments are processed only after proper verification of rates, quantities, terms, and supporting documents.

The role is critical in controlling project costs, preventing overbilling, detecting discrepancies, and reducing pilferage across all project\-related expenses.

Key Responsibilities

• Audit all incoming vendor, supplier, subcontractor, and labor bills before approval.
• Verify billed rates against approved purchase orders, work orders, contracts, and agreed terms.
• Check quantities billed against actual material received, work executed, and site measurement records.
• Validate supporting documents such as delivery challans, measurement sheets, gate entries, stock records, and service completion proofs.
• Review taxes, deductions, retentions, advances, and other commercial terms as per agreements.
• Ensure that only genuine, accurate, and complete bills are cleared for accounting and payment processing.
• Audit all expense vouchers, petty cash claims, and project\-related expenditures.
• Identify overbilling, duplicate billing, unauthorized claims, rate mismatches, and quantity discrepancies.
• Coordinate with purchase, site execution, stores, accounts, and project teams for clarification and resolution.
• Maintain proper audit trails and documentation for all verified bills.
• Support management in cost control, expense monitoring, and pilferage prevention.
• Prepare periodic reports on billing exceptions, discrepancies, and cost\-saving observations.

Desired Candidate Profile

• Strong knowledge of construction billing, material reconciliation, and vendor bill verification.
• Good understanding of P.O. terms, work orders, BOQ, measurements, and commercial contract conditions.
• Ability to scrutinize rates, quantities, deductions, and billing calculations accurately.
• Familiarity with construction site operations, purchase processes, and material flow.
• Strong analytical skills with a high level of attention to detail.
• Integrity, accountability, and the ability to handle sensitive financial information.
• Good communication and coordination skills.

Educational Qualification

• Graduate in Commerce, Accounting, Finance, Civil Engineering, or a related field.
• Professional qualification in auditing, accounting, or cost control will be an added advantage.

Experience

• 3 to 8 years of relevant experience in construction billing, internal audit, cost control, commercial verification, or accounts payable in the construction industry.
