• *1\. Strategic Sourcing \& Vendor Management**

Identify, qualify, and onboard fabrication yards, steel suppliers, and subcontractors for offshore wind structures (monopiles, jackets, transition pieces, topsides, substations). Run vendor audits and capability assessments against international standards (DNV, ISO 3834, EN 1090\) and maintain an approved vendor list.

• *2\. Procurement of Critical Materials \& Services**

Manage procurement of heavy plates, tubulars, forgings, coatings, anodes, and welding consumables with the required certifications (EN 10025, API 2W/2Y). Handle RFQs, technical\-commercial bid evaluation, negotiation, and contract/PO finalization within project budgets and schedules.

• *3\. Fabrication Planning, Expediting \& Logistics**

Coordinate with project, engineering, and planning teams to align material delivery with fabrication milestones. Track progress at yards, expedite long\-lead items, and plan load\-out, sea\-fastening, and marine transportation with logistics and chartering partners.

• *4\. Quality, Compliance \& Risk Management**

Work with QA/QC to ensure inspection and test plans, third\-party inspections, MDRs, and certification are met before dispatch. Monitor supply\-chain risks (price volatility, delays, geopolitical or port constraints), ensure compliance with HSE, ESG, customs, and contractual terms, and manage claims, variations, and LDs.

• *5\. Cost Control, Reporting \& Cross\-Functional Collaboration**

Drive cost optimization through value engineering, localization, and long\-term frame agreements. Prepare MIS and dashboards on spend, savings, and vendor performance, and coordinate with finance, legal, and client/consultant teams for invoicing, milestone payments, and closeouts.
