The Tenders Manager will be responsible for identifying, managing, and executing all activities related to government tenders, bids, and proposals. The role involves end\-to\-end tender management from opportunity identification and document preparation to submission, follow\-up, and post\-award coordination — ensuring compliance with government procurement policies and company standards.
Monitor central, state, and public sector procurement portals (e.g., CPPP, GeM, eProcure, NIC, etc.) for relevant opportunities. Analyse tender documents, eligibility criteria, and scope of work to assess bid feasibility. Maintain a tender calendar and track deadlines to ensure timely submission.
Coordinate with internal departments (technical, finance, HR, Legal, operations) to gather all required inputs and documents.
Prepare pre\-qualification documents, technical bids, and financial proposals as per RFP/RFQ/RFI requirements.
Ensure all tender submissions meet statutory and compliance standards (EMD, BG, certifications, etc.). Submit tenders through online or offline government portals within the stipulated timelines.
Work closely with the finance and project teams to develop competitive pricing strategies.
Conduct cost analysis and risk assessments before submission.
Review and finalize bid pricing sheets in compliance with tender terms.
Liaise with tendering authorities for clarifications, corrigenda, and post\-submission follow\-ups.
Collaborate with cross\-functional teams to ensure smooth flow of information and documentation.
Maintain professional relationships with government departments, consultants, and procurement officials.
Manage post\-bid clarifications, technical evaluations, and negotiations. Assist in contract finalization and handover to the project execution team. Maintain tender status reports, success rates, and lessons learned for future bids.
Bachelor’s degree in Engineering, Business Administration, Commerce, or related field (MBA preferred).
10–20 years of experience in tender management, preferably in government or public sector projects.
Strong understanding of public procurement norms, tender portals, and government contracting procedures.
Proficiency in MS Office (Word, Excel, PowerPoint) and e\-tendering portals (Gem, CPPP, etc.).
Excellent communication, documentation, and analytical skills.
Experience in EPC, construction, IT, or infrastructure projects.
Familiarity with government vendor registration and e\-procurement systems.
Knowledge of tender cost estimation and bid strategy formulation.
