The Director – Finance \& Operations is a senior leadership role responsible for driving financial stewardship and strategic procurement to enable Jhpiego India’s growth, compliance, and operational resilience. Reporting to the Country Director, the role provides enterprise\-wide oversight of finance, accounting, grants management, audit, and procurement across country and state offices.
The position ensures robust governance, disciplined financial management, and full compliance with regulatory and donor requirements, while proactively managing risk and strengthening internal control frameworks. It leads strategic sourcing, vendor governance, and contract management to optimize cost, efficiency, and value delivery.
As the primary interface with Jhpiego US Headquarters, the role ensures alignment with global standards, policies, and reporting expectations.
Responsibilities
- **Strategic Finance Leadership**
- Serve as a senior member of the Country Management Team, providing financial intelligence to strategic decisions.
- Develop and implement a multi\-year finance strategy aligned with organisational growth, donor portfolio expansion, and regulatory requirements.
- Ensure financial systems, policies, and processes are scalable, robust, and capable of supporting programme complexity across geographies.
- Serve as the key operational liaison with Jhpiego US Office Finance, and Grants teams on policy implementation, audit coordination, and reporting.
- Strengthen enterprise risk management by proactively identifying, assessing, and escalating financial, regulatory, and compliance risks.
- **Financial Management, Accounting \& Reporting**
- Ensure efficient and compliant financial operations across all projects and office locations, aligned with Jhpiego global policies, donor requirements, and Indian statutory law.
- Oversee the full accounting cycle including accounts payable, payroll, advances management, expense allocation, and month\-end closing processes.
- Lead preparation and review of monthly financial reports for Jhpiego US Office, Country Director, project teams, and external stakeholders.
- Oversee QuickBooks (or successor ERP) financial reporting and ensure data integrity, timely submission, and accuracy across all cost centres.
- Manage payroll compliance in coordination with the outsourced payroll agency including PF, TDS, PT, and SE computations.
- Ensure maintenance of Indian statutory books of accounts and oversee reconciliation with Jhpiego US Office 's QBE system.
- Lead preparation of annual financial statements for statutory audit, GST returns, MSME, Income Tax and other government filings.
- **Budgeting, Forecasting \& Grants Management**
- Lead the annual operating budget process in coordination with Programme Directors and the Budgets \& Grants team at Jhpiego US Office.
- Oversee budget management from proposal stage through execution, monitoring burn rates and flagging deviations.
- Provide financial analysis and advisory support on new business development and proposal budgets.
- Oversee sub\-award financial management including review of sub\-grantee financial reports, advance reconciliation, and capacity building of partners on financial compliance.
- Ensure contractual compliance with donor financial requirements including OMB guidelines (A\-21, A\-133, A\-110\), 22 CFR Part 226, FCRA, and other applicable regulations.
- **Audit Management**
- Lead and coordinate statutory, donor\-mandated, Jhpiego US Office global, and project\-specific audits.
- Liaise with external auditors, tax advisors, and compliance advisors to ensure timely completion and closure of audit findings.
- Develop and track management responses and corrective action plans for all audit observations.
- Maintain audit\-ready documentation practices across all finance functions and state offices**.**
- **Procurement \& Vendor Management**
- Provide strategic oversight of procurement, ensuring alignment with organisational priorities, donor regulations, and value\-for\-money principles.
- Guide and approve procurement strategy, including sourcing approaches, category management, and vendor rationalisation.
- Oversee the effectiveness of procurement lifecycle processes, ensuring transparency, fairness, and compliance.
- Strengthen contract management frameworks, including standardisation, renewal oversight, and risk safeguards.
- Establish and monitor procurement KPIs (cost, cycle time, compliance, vendor performance) through the Manager Procurement.
- Ensure robust vendor management, including due diligence, performance evaluation, and risk management practices.
- Ensure consistent procurement support across all state offices through functional oversight and capacity building.
Note: Procurement under this role focuses on operational/administrative procurement. Programme and project procurement compliance oversight remains with the Manager \- Compliance.
- **State Office Financial Oversight**
- Provide functional financial leadership to state office finance teams across all RBI\-sanctioned field offices.
- Review consolidated state financial performance; maintain escalation matrix and SOPs for state\-level finance issues.
- Conduct periodic site visits and financial reviews of state offices; develop corrective action plans as needed.
- Build capacity of state finance staff through training, mentorship, and dissemination of updated manuals and guidance.
- **People Leadership \& Team Development**
- Lead, mentor, and manage the Finance team at India Country Office and Finance points at state offices.
- Conduct regular performance reviews, set clear KPIs, and foster a culture of accountability and professional excellence.
- Build leadership depth within the team through structured development pathways and succession planning.
- Orient all new hires on Jhpiego finance and operational policies.
Required Qualifications
- Qualified Chartered Accountant (CA); CPA or equivalent qualification is an asset.
- Minimum 10 years of progressive finance leadership experience, with at least 5 years in a senior leadership role.
- Significant experience with INGO branch or country offices operating under FCRA, FEMA, and multi\-donor grant environments.
- Demonstrated experience with USAID, Gates Foundation, GFATM, or equivalent major donor financial compliance requirements.
- Strong working knowledge of QuickBooks, ERP systems, and financial reporting tools.
- Proven track record of managing audits, strengthening and internal controls.
- Demonstrated experience providing strategic oversight of procurement functions in INGOs or multi\-donor environments, ensuring alignment with compliance, governance, and organisational priorities.
- Proven ability to drive procurement governance, cost discipline, and risk management frameworks through effective leadership of teams and processes.
- Experience leading teams across multiple locations including remote/state offices.
Preferred Qualifications
- Strategic financial acumen with ability to translate financial data into organisational intelligence.
- Deep understanding of Indian statutory and regulatory frameworks for INGOs (FCRA, FEMA, Companies Act, Income Tax, GST).
- Strong knowledge of international donor compliance requirements and OMB cost principles.
- High integrity, ethical leadership, and unwavering commitment to transparency and accountability.
- Analytical rigour, attention to detail, and ability to manage complexity under pressure.
- Excellent stakeholder engagement skills — credible with Jhpiego US Office, donors, auditors, government, and programme teams.
- Strong procurement governance and oversight capability, with the ability to guide teams on compliance, risk management, and value\-for\-money without direct operational involvement.
- Ability to integrate procurement insights with financial strategy, enabling informed decision\-making, cost control, and organisational efficiency.
- Strong people leadership, coaching, and team development capabilities.
