Project Engineer – Construction \& Quantity SurveyingPosition Title Project Engineer – Construction \& Quantity Surveying Department Project Management / Construction Reporting To Project Manager / Construction Manager / Senior Project Engineer Job Purpose The Project Engineer – Construction \& Quantity Surveying is responsible for planning, coordinating, monitoring, and controlling all construction and quantity surveying activities at the project site. The role ensures that the project is executed according to approved drawings, specifications, quality standards, contractual requirements, budget, and project schedule while maintaining compliance with safety regulations. Key Roles and Responsibilities1\. Project Planning and Coordination * Assist in project planning, scheduling, and resource allocation. * Review project drawings, specifications, BOQs, contracts, and technical documents. * Coordinate with architects, consultants, contractors, subcontractors, and suppliers. * Participate in project kick\-off meetings and progress review meetings. * Develop work programs and monitor progress against approved schedules. * Identify potential construction challenges and propose solutions. * Ensure timely availability of labor, materials, equipment, and resources. 2\. Construction Management * Supervise day\-to\-day construction activities at the project site. * Ensure construction works are executed according to approved drawings and specifications. * Monitor structural, architectural, finishing, MEP, and infrastructure works. * Verify site setting\-out and dimensional accuracy before commencement of works. * Ensure proper execution of excavation, foundation, superstructure, finishing, and external works. * Coordinate construction sequences to avoid delays and rework. * Monitor productivity of contractors and subcontractors. * Ensure compliance with project milestones and target completion dates. 3\. Quantity Surveying and Cost Control * Prepare detailed quantity take\-offs from approved drawings. * Measure and verify quantities executed on site. * Prepare and maintain Bills of Quantities (BOQ). * Evaluate variations, change orders, and additional works. * Conduct quantity reconciliation for materials and completed works. * Prepare cost estimates and budget forecasts. * Monitor project expenditures against approved budgets. * Identify cost\-saving opportunities without compromising quality. * Assist in preparation of tender documents and bid evaluations. * Review contractor quotations and cost proposals. * Analyze unit rates and market pricing for construction materials and services. 4\. Contractor Billing and Payment Certification * Verify contractor running account (RA) bills. * Measure completed work quantities for payment certification. * Review subcontractor invoices and payment claims. * Ensure billed quantities match actual site progress. * Prepare payment recommendations and certification reports. * Monitor advance payments, retention amounts, and recoveries. * Maintain accurate billing records and payment tracking systems. 5\. Material Management and Quantity Control * Monitor procurement quantities against BOQ requirements. * Verify material delivery quantities and quality. * Maintain material consumption records. * Conduct material reconciliation and wastage analysis. * Monitor inventory levels and material usage. * Ensure efficient utilization of construction materials. * Prepare monthly material reconciliation statements. * Coordinate with procurement teams for timely material supply. 6\. Quality Assurance and Quality Control (QA/QC) * Ensure compliance with project quality standards and specifications. * Inspect construction activities and workmanship quality. * Verify materials used meet approved standards and specifications. * Coordinate testing of construction materials and completed works. * Review quality inspection reports and test certificates. * Monitor corrective and preventive actions for quality issues. * Ensure closure of quality non\-conformance reports (NCRs). * Participate in internal and external quality audits. 7\. Contract Administration * Review contract documents and identify contractual obligations. * Monitor compliance with contract terms and conditions. * Maintain records of contractual correspondence. * Evaluate claims, variations, and extension of time requests. * Assist in preparation and negotiation of variation orders. * Support dispute resolution and contract management activities. * Maintain documentation related to contractual changes and approvals. 8\. Site Safety and Compliance * Ensure compliance with project Health, Safety, and Environment (HSE) requirements. * Promote safe work practices among workforce and subcontractors. * Participate in safety inspections and audits. * Ensure work permits and safety documentation are maintained. * Report and investigate incidents, accidents, and near misses. * Ensure use of appropriate personal protective equipment (PPE). * Monitor compliance with local statutory and regulatory requirements. 9\. Progress Monitoring and Reporting * Monitor daily, weekly, and monthly project progress. * Prepare progress reports and project status updates. * Maintain site records, logs, and construction documentation. * Track project milestones and critical activities. * Highlight delays and recommend recovery actions. * Prepare productivity and performance reports. * Present project updates to management and stakeholders. 10\. Documentation and Record Management * Maintain updated project records and filing systems. * Manage drawings, revisions, and document control procedures. * Maintain site instructions, RFIs, inspection requests, and approvals. * Prepare measurement sheets and quantity verification reports. * Maintain records of variations, claims, and contractual correspondence. * Archive project documents for future reference and audits. 11\. Stakeholder Coordination * Coordinate with clients, consultants, authorities, contractors, and suppliers. * Attend project review meetings and technical discussions. * Resolve technical and commercial issues affecting project progress. * Ensure effective communication among all project stakeholders. * Facilitate approvals and inspections from relevant authorities. 12\. Project Close\-Out Activities * Assist in preparation of snag and punch lists. * Monitor completion of outstanding works. * Verify final quantities and project accounts. * Prepare final measurement reports. * Assist in final account settlement with contractors. * Ensure submission of as\-built drawings and operation manuals. * Support project handover and close\-out documentation. Required QualificationsEducation * Bachelor's Degree / Diploma in Civil Engineering, Construction Management, Quantity Surveying, or related field. Experience * 3–10\+ years of experience in construction project execution and quantity surveying. * Experience in residential, commercial, industrial, infrastructure, or institutional projects.
